South East Regional Coordinating Council on Transportation

Background on Regional Coordinating Councils
In 2011, Governor Patrick signed Executive Order (EO) 530, which formed a commission to review the quality and efficiency of paratransit and community transportation throughout the Commonwealth. The commission held public forums across Massachusetts and then issued a report with three overarching recommendations:

1. Establish a Statewide Coordinating Council on Community Transportation (SCCCT) – launched in September 2013
2. Hire a Statewide Mobility Manager – started at MassDot as of May 2013
3. Form Regional Coordinating Councils (RCCs) to address paratransit and community transportation at the local level.

In Southeastern Massachusetts initially two Regional Coordinating Councils were formed. One covering the SRTA service area (SCRCC) and one covering the GATRA service area (SERCC). More recently, in order to further coordination in the region, the two RCCs merged to form the South East Regional Coordinating Council on Transportation (SERCCOT).

SERCCOT covers the towns of:

Pembroke • Plainville • Plymouth • Raynham • Rehoboth • Rochester • Scituate • Seekonk • Somerset
Swansea • Taunton • Wareham • Westport • Wrentham
