Director of Transit Planning

Position Summary

Reporting to the Administrator, the Director of Transit Planning will be responsible for directing the monitoring, evaluation, research, and analysis of SRTA’s service and ridership.  The Director manages the contractual relationship with the SRTA’s designated On-Call Technical Planning Assistance contractor, which includes transit analysis, transit research, and service monitoring, to meet the objectives of the Authority. The Director oversees the design, completion, and analysis of market studies and surveys.  The Director also serves as the Authority’s Title VI Compliance officer.

Essential Functions

  1. Manages the development, evaluation, and analysis of impacts of Authority-wide action plans to improve service levels. 
  2. Monitors and forecasts key performance indicators for short- and long-term strategic planning.  Conducts forecasting to determine the effectiveness of current or proposed strategies in areas such as ridership, on time performance, quality of service, fare media and/or structure.  Make recommendations regarding strategic initiatives and supporting systems utilization to maximize the Authority’s efficiency.
  3. Evaluates market factors such as ridership levels, economic conditions, and historical trends.  Supports, through research, the planning, design, and implementation of bus service.
  4. Directs the on-going monitoring of bus service to identify customer needs and to provide data for route/schedule analyses and feedback to the operational divisions on any service problems identified; directs the accurate collection and analysis of data as input for scheduling, route design, service evaluation system reporting, and long and short-term planning of the system.
  5. Serves as a point of contact for system service change requests; reviews, analyzes and makes recommendations for modifications, as deemed appropriate.
  6. Monitors the Authority’s Customer Service & Title IV programs.
  7. Directs the evaluation of system operations performance through various Intelligent Transportation Systems (ITS), including AVL, APC, and fare collection.
  8. Provides oral presentations, as needed.
  9. Other duties as assigned by the Administrator.

Minimum Requirements

The Director of Transit Planning should have a minimum of ten (10) years of professional full-time experience conducting transit research and analysis.  An undergraduate degree in statistics, engineering, urban planning, or public administration is required. A master’s degree is preferred.

Work Environment

The Director of Transit Planning has an office at the SRTA Headquarters equipped with a telephone, and computer etc. The Director of Transit Planning may be asked to travel to SRTA functions or for outside training.
