INVITES PROPOSALS FOR:
CONCRETE PLAZA DECKING IMPROVEMENTS AT THE
FALL RIVER BUS TERMINAL
FALL RIVER, MASSACHUSETTS

Background

The Southeastern Regional Transit Authority (SRTA) is responsible for public transit services in ten (10) communities within the Southeastern Massachusetts region, and is funded with Federal, State, and local subsidies, as well as fare box revenue. The SRTA was created pursuant to Commonwealth of Massachusetts General Laws, Chapter 161B, and thus is considered a political subdivision of the Commonwealth of Massachusetts. The SRTA is required to comply with the mandates of the Americans with Disabilities Act (ADA), as are the entities with which the Authority enters a contract with.

The resultant contract is subject to financial assistance contracts between the SRTA and the U.S. Department of Transportation (DOT), Federal Transit Administration (FTA) and Massachusetts Department of Transportation (MassDOT). As such, all Contractors must comply with all applicable Equal Employment Opportunity laws and regulations.

This resultant contract is subject to any applicable guidelines for project administration issued by the Federal Transit Administration of the Department of Transportation of the U.S. Government and all other applicable laws, rules, and regulations. The SRTA reserves the right to reject any all proposals, or any part of any proposal that the SRTA deems it in its best interest to do so.

The Southeastern Regional Transit Authority will receive bids for the Concrete Plaza Decking Improvements at the Fall River Bus Terminal until 2:00PM EST on 2/26/2021 at the Office of the Southeastern Regional Transit Authority, 700 Pleasant Street, 5th Floor, New Bedford, Massachusetts, 02740.  The project is being bid following Mass Chapter 149.  A filed sub-bid in waterproofing is required and general bidders must be DCAMM certified in General Construction.  A payment bond and performance bond of not less than the amount of the contract, with satisfactory surety, for faithfully doing the work will be required.

A copy of the contract. plans for the work, and the bid forms to be used can be obtained electronically by emailing procurement@srtabus.com starting at 10:00AM EST on 1/28/2021. The subject line of the email shall include SRTA IFB Fall River Concrete Plaza Decking Improvements (SRTA IFB 21-03), while the body of the email shall include the official name of the Vendor, the name of an Authorized Representative, and the Contact Information (Phone and Email Address) for the Authorized Representative  Any responses to questions or addenda will be made available via email, and it is the responsibility of the Contractor(s) to check spam folders and their firewall for mis-directed emails and to verify with procurement@srtabus.com to ensure they have received the latest information.

The bid must be filled out and signed as directed therein, sealed in an envelope addressed to the Office of the Southeastern Regional Transit Authority, 700 Pleasant Street, 5th Floor, New Bedford, Massachusetts, 02740, endorsed with the name and address of the bidder, and marked Concrete Plaza Decking Improvements, Fall River Bus Terminal, Southeastern Regional Transit Authority, Fall River, Massachusetts, and left with either a bid bond in accordance with Chapter 149 or a certified treasurer’s or cashier’s check issued by a responsible bank, for 5 percent of the value of the proposed work payable to the Southeastern Regional Transit Authority.  Filed sub-bids in waterproofing will be received before 2:00PM EST on 2/19/21.  General bids will be received before 2:00PM EST on 2/26/2021.  This check to be the property of Southeastern Regional Transit Authority if the Bidder fails to execute the contract and satisfactory bond within ten (10) days after the contract may have been awarded to bidder.

Attention is called to the fact that Prevailing Wage Rates are established for the project as set forth in the contract documents. No less than the Prevailing Wage Rates as set forth in the schedule as contained in the Contract Documents must be paid on this project.

Proposal filled out and left, with check, as above directed and no others, will, at the above-named hour, be publicly opened and read at the Southeastern Regional Transit Authority, Fall River Bus Terminal, 118 Fourth Street, Fall River, MA 02721 and the undersigned reserve the right to reject any or all proposals, or to accept the proposal they deem best for the Southeastern Regional Transit Authority.

No “Joint Venture” proposal will be accepted.

A pre-bid conference is scheduled for 1:00PM EST on 2/8/2021 at the main entrance to the Southeastern Regional Transit Authority, Fall River Bus Terminal, 118 Fourth Street, Fall River, Massachusetts, 02721.

No proposal may be withdrawn within sixty (60) days after the opening of bids.

Bidders are required to demonstrate experience on projects of similar scope and size.  Bidders are informed of the following:

Project Scope

The scope of work includes rehabbing an existing exterior plaza and related sidewalk and pavement work.  The plaza work will include demolition of concrete and waterproofing and replacement with same.  Work also includes replacement of deck drains.  Site/civil work includes sidewalk, curb, and pavement work and construction of a rain garden.

*Contractor should provide their earliest anticipated date of completion.

A contract is expected to be promptly awarded to the lowest responsive and responsible bidder. 

The Contractor will be allowed to perform work when the building is in operation. The Contractor shall be responsible for the safe operation of the building and egress points.

The Southeastern Regional Transit Authority reserves the right to award or not award the project.
